That is a tricky question.  If it were factory ammo it would be fine as long as it has been kept dry. Since these were not loaded by a licensed manufacturer there would be a risk involved in shooting it.  If you are not familiar with how he loaded I would take them apart and use the brass & bullets and not take the chance.  You can dispose of the powder by sprinkling in your flower bed for fertilizer.

My neighbor just gave me some old reloads he has had for years.  They were stored indoors in a safe.  How safe and reliable is old ammunition like this?

What COAL should I be using when changing bullets?  I am reloading 9mm with my Dillon SDB press.  It is currently set to 1.146.  I am using X-Treme 115 gr RN bullets (plated).  If I decide to try another bullet (i.e. SIE FMJ), should I be using the COAL suggested as max (1.090) or can I leave it at the 1.146?

I have been researching COAL and found a lot of information, but I am still confused on if I should be changing whenever I change power or bullet.

Yes.  I would recommend loading just a few at different loads and marking them so you can try them out and see what shoots best for you

I just started reloading and I am trying to work up some loads for my XDm 9mm. Unfortunately I couldn't find any load data that 100% matched my components. I have X-treme 115 GR RN FMJ bullets, with WSP primers, and Hodgdon HP-38 powder. I have compared the Hodgdon site, Lyman, and Speer and get different load values. As an example:

Lyman only has the 115 Gr Jacketed HP rounds. For 231 (equivalent) they list starting at 3.5 and going to 4.9.
Speer lists 115 Gr GDHP/TMJ RN. For 231 they show starting at 4.4 and going to 4.9.
Hodgdon only lists 115 GR LRN for the HP-38/231. They show starting at 4.3 and going to 4.8.
Hodgdon lists 115 GR SPR GDHP starting at 4.7 and going to 5.1.

Do these look reasonable for starting?
OAL is 1.146
4.42 GR
4.52 GR
4.66 GR
4.76 GR
